人権理事会におけるノルウェーの声明に日本政府も賛同を！

現在、ジュネーブで第3期の人権理事会が開かれています。そこに、ノルウェー政府がLGBTの人権に関しての声明を発表する予定（現地時間の金曜日）になっており、賛同の国を募っています。

現在の賛同国は48カ国。過去最大のものになりました。（ついさっきのニュースによれば、アメリカも賛同したということです。53カ国になりました。）しかし、アジアでの賛同は韓国だけで、日本は賛同していません。国際会議などで歩調を合わせることが多いJUSCANZ（日本、米国、カナダ、オーストラリア、ニュージーランドからなるグループ－注：その時によってメンバーは変わる）の中でも、賛同していないのは日本だけということになります。

私も外務省の人権理事会担当の方に電話したり、ジュネーブの公使にむけてメールを書いたり、何とか日本もこの声明に賛同するように働きかけています。

Statement

I have the honour to make this statement on behalf of the following States: Albania, Andorra, Argentina, Australia, Austria, Belgium, Bosnia and Herzegovina, Brazil, Bulgaria, Canada, Chile, Croatia, Cyprus, Czech Republic, Denmark, Dominican Republic, Estonia, Finland, France, Germany, Greece, Guatemala, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Mexico, Montenegro, Netherlands, New Zealand, Peru, Poland, Portugal, the former Yugoslav Republic of Macedonia, the Republic of Korea, the Republic of Moldova, Romania, Serbia, Spain, Slovakia, Slovenia, Sweden, Switzerland, Ukraine, the United Kingdom, Uruguay, United States of America and my own country Norway (53 countries as of 30.11.06 at 4 p.m.).
•At its recent session, the Human Rights Council received extensive evidence of human rights violations based on sexual orientation and gender identity, including deprivation of the rights to life, freedom from violence and torture.

•We commend the attention paid to these issues by the Special Procedures, treaty bodies and civil society. We call upon all Special Procedures and treaty bodies to continue to integrate consideration of human rights violations based on sexual orientation and gender identity within their relevant mandates.

•We express deep concern at these ongoing human rights violations. The principles of universality and non-discrimination require that these issues be addressed. We therefore urge the Human Rights Council to pay due attention to human rights violations based on sexual orientation and gender identity, and request the President of the Council to provide an opportunity, at an appropriate future session of the Council, for a discussion of these important human rights issues.

ノルウェイの声明　（大意）
「性的指向にもとづく人権侵害が起こっていることの認識について」
11月29日時点で48の国々を代表して声明を述べさせていただきます。

・最近のHRCのセッションで、生きる権利の剥奪、暴力や拷問からの自由の否定など、性的指向、性自認による人権侵害が広く行われているという事実の証拠となるケースが多く出されています。

・私たちは特別手続、条約に基づく機関、市民社会がこれらの問題に特別な関心をはらうことを要求します。特別手続き、条約に基づく機関が性的指向、性自認による人権侵害についてそれぞれの取り組みの中で引き続き考慮することを求めます。
（注：人権理事会が設置した特別報告者、事務総長特別代表、専門委員会を総称して「特別手続」（Special Procedures）と呼ぶ）
（注：条約に基づく機関（Treaty bodies）は、７つの国際人権条約（社会権規約、自由権規約、人種差別、女性、拷問、子ども、移民－いずれも略称）の監視機関であり、各条約の締約国による国内的実施状況を報告書制度により監視し、問題があれば締約国に対し勧告を行い国内的実施を促すための機関。）

・私たちは現在行われている人権侵害に対し深い懸念を表します。人権の普遍性、差別に反対するという原則から鑑みても、これらの問題もきちんと取り上げられるべきです。それゆえ、ヒューマンライツカウンシル(人権理事会）が性的指向、性自認による人権侵害に対し特別な注意を払い、理事長がこれらの人権における重要な問題について話し合う機会を今後のセッションの中で作り出してくれるよう求めます。
